(DRAFT) Minutes of Meeting – 4th January 2021 via Zoom.
1. Chair’s Welcome.
1.1 Happy New Year to all. Thank you to all those who assisted in gritting operations during the recent icy spells.
2. Present: N. Brooks (Chair/Secretary), M. Sanders (Treasurer), J. Wightman (up to 4.5), D. Ellison, A. Emler, S. Brydon, Councillors A. Heer and D. Lothian, A. Christie (Co-opted). Two members of the public also attended.

3. Minutes of Meeting on Monday 2nd November 2020 were approved.
4. Reports:
4.1 Treasurers Report: Funds stand at £7561.68 less cheque of £250.
4.2 Landfill Smells: FRS stated no progress from 85% final capping layer. Suggestions to put a working group together to re-energise the focus on the smells. Secretary.
4.3 Paths: Meeting held with Paths & Access liaison officer from Fife Council with view to opening up path from quarry entrance east towards railways line and hence join up with Gaddon Loch. Path from Edentown to Loftybank was tidied up and cut back with team of volunteers. Next Path Working Group meeting on 12th January at 1930hrs via Zoom. A Christie.
4.4 Speed Reduction: Telraam has been inactive since mid-December. We were told the very sad news that both Maureen and Jim Johnston, residing in Edentown, who were hosting the system, had passed away recently. D. Ellison to liaise to recover the equipment at a suitable juncture D. Ellison.
Continue to work with council roads dept to install speed reduction measures. D. Ellison.
Establish whether there is a phone number available to access the Fife Council road team who are not responding to emails. A. Heer/D. Lothian.
4.5 Roads. Farmer at Kilwhiss and secretary had a meeting. It was agreed the road would be swept regularly, especially if there were spillages from trailers (e.g., silage) the tractors would use the existing passing places and stay off the verges. Also, the drivers would slow down. Farmer asked that where possible, pedestrians would stand on the verge while tractors passed, otherwise they were forced onto the verge to give clearance. Cutting back of verges completed by working group. Secretary.
Missing 40mph sign at Edentown to be progressed. A. Heer.
5. Business arising from minutes
5.1 Footpath at Kinloch towards A91. Path needs completely scraped/redone. Site visit now been requested. Some clearance work has been done as the bushes are not on the path so much. The surface is still in need of refurbishment. A. Heer
5.2 Facebook: Facebook and website now being updated regularly. Closed.
5.3 Community Cohesion: The carol concert was cancelled due to Covid concerns. We will have to monitor the lockdown situation to see what efforts can be made in the future. Closed.
6. New Business
6.1 Ways to invest wind turbine money. Investigate possibility of additional grit bins withing the four communities and also topping up with grit. A. Emler, S. Brydon, D. Ellison.
Investigate purchase and delivery of rock salt to households in community. Find out whether there is a demand in the communities for this – although this need done in the next few days as ‘the beast from the east’ is on our doorstep. A. Emler, S. Brydon, D. Ellison. Secretary.
6.2 Broadband: How can communities work with BT to get a faster internet connection investigation. Secretary.
6.3 Bulbs: Planting of flowers in and around all the communities a possibility, once gaps identified. All
7. Correspondence
7.1 Scottish Power Energy Network: In the event of a power cut call 105. Put up the cards on the noticeboards and include on Facebook and on the community website. Secretary
7.2 Association Protection Rural Scotland: Unanimous vote to pay £30 subscription.
8. A.O.C.B.
8.1 Bag of potatoes gratefully received from Kilwhiss farm for the community. Agreed to let the communities of Edentown via S. Brydon and Charlottetown via D. Ellison have first dibs as they are the ones most often affected by the movement of tractors.
8.2 Progress the adoption of the road past the playpark. Secretary.
9. Confirmed date of future meetings are 1930hrs via Zoom: 1st Mar, 3rd May, 5th July, 6th Sept, 1st Nov (plus AGM at 1900hrs)
