Giffordtown & District Community Council

DRAFT minutes of meeting - Monday 10th Jan, 19:30


1. Chair’s Welcome. The meeting was back onto Zoom due to current Covid measures

2. Present: N. Brooks (Chair/Secretary), M. Sanders (Vice Chair/Treasurer), A. Christie, J. Wightman, D. Ellison, A. Emler, J. Kennett. Cllr A. Heer (part meeting), Cllr D. Lothian (part meeting), S.Easson

3. Minutes for meeting 1st Nov 2021 were approved.


4. Reports:

4.1 Treasurer’s Report: Balance stands at £6493.43. Rock Solid (IBA operators) are to donate £1500 to the council to cover part payment for Village Hall roof. Proposal to support APRS (Association for Protection of Rural Scotland) with £30 subscription fee. This was agreed. Treasurer

4.2 LMWL: This item is now reduced to exception-based reporting only, although regular contact will be maintained with the site to check for anomalies to agreed plan. Secretary

4.3 Paths Working Group: Reported successful path clearing efforts. Coffin Road, Heatherhall woods parallel to B937, Brucefield road corner towards U103 (Angle Park Road). Thanks to all who turned out to lend a hand. PWG meeting to be arranged to decide future actions: A.Christie

4.4 Speed reduction: Telraam system still locked in the house that is empty. John Kennet and D Ellison to liaise. Arrange meeting with senior police officers to discuss Telraam data: D.Ellison/J.Kennett

4.5 Road’s status: Online reporting system is effective. Anyone making a report to copy Secretary to keep an overall status log of the area. All


5. Business arising from previous minutes:

5.1 Speed awareness sign: No progress on Active Speed Awareness signs. Cllr Lothian.

5.2 Bulbs & Tree planting: 3 trees planted in Hall grounds. Various locations had bulbs planted with community support. Closed

5.3 Signage for playpark. Sign installed. Closed

5.4 Pumping station condition. Awaiting feedback from SW. Secretary

5.5 Defibrillator Grant. Application for grant refused as we do not have Community Resilience Plan in place (see 6.4). Try to find other funding source for defibrillator. Secretary/Treasurer

5.6 Kilwhiss roadside hedge cutting. Complete. Awaiting invoice.

5.7 ‘thefivewayscommunity’ website name change. Requires additional expense. Not worth it. Closed.

5.8 Queen’s Jubilee. Liaise with Hall Committee. Secretary

5.9 Trafalgar Property Status: Confirmed planning given for two houses. Closed.

5.10 Compost delivery: Establish if smaller load can be delivered to Charlottetown. Secretary


6. New Business:

6.1 New Signage Proposal for footpaths: Proposal was to replace existing footpath signage on Coffin Road that has fallen into disrepair with new sign. This was rejected. New proposal submitted to establish ownership of the sign. A.Christie

6.2 ‘The Hamlets Gazette’. Proposal was for the CC to fund £200/qtr for quarterly issue for 2022. This was rejected. New proposal agreed to fund £200 for a ‘Spring Edition’ to gauge interest and community involvement. Secretary.

6.3 Community Awards & Recognition: Proposal was to create a formal scheme to recognise and reward individual or group contribution to the community. This was rejected.

6.4 Community Resilience: Proposal was to invite FC Resilience Planning officer for introductory talk so that we can develop a plan suitable for our needs. This was agreed. Arrange a suitable time and date. Secretary

6.5 G&DCC Logo: Proposal was to develop a logo for use by the CC on documentation/notices etc. This was rejected.

6.6 WhatsApp Groups: Proposal was to invite the Hamlets of Giffordtown, Edentown and Charlottetown to develop WhatsApp groups for communications purposes similar how Kinloch operates. This was agreed. Notices to be put out inviting those who wish to take part to opt in. Secretary

6.7 G&DCC Members: Stewart Easson of Edentown was voted onto the committee. Thank you Stewart and welcome.

6.8 Trafalgar Junction Signage: Proposal to reinstate formal sign. This was agreed. Cllr Lothian
