The introduction of the Bill follows the 2020 report of an independent review group which recommended legislation be introduced to give effect to a pardon - and the publication of the findings of a public consultation undertaken earlier this year which asked for views on the qualifying criteria for the pardon.
As you may be aware, the intention to introduce a Bill was announced last month as part of the Scottish Government's 2021-22 legislative programme. The findings of the consultation have been used alongside other available evidence to inform the preparation of the Bill.
